Staff Leasing in Albania: How to Hire Remote Talent Without Opening a Company

Our staff leasing Albania service lets a company in the United States, the United Kingdom, Italy or another European country hire a person in Albania to work for it remotely, without opening a company here. Vision Consulting finds the person, employs them on an Albanian contract, pays their salary and takes care of the contributions and the administration. The person works for you day to day, and you receive one monthly invoice based on the gross salary cost plus an agreed percentage. Because Albanian salaries are lower, the same role usually costs less.

1. What Is Staff Leasing in Albania?
Staff leasing, in the way we use it, means that a service provider employs a person and places them with a client company. The client directs the work, and the provider is the legal employer. In our model the employee lives and works in Albania, is employed by Vision Consulting under an Albanian employment contract, and works remotely for a client abroad.
The client does not sign an employment contract, does not register as an employer in Albania and does not run Albanian payroll. Those obligations, and the employment risk that comes with them, stay with us. This is why the model is sometimes described as an employer of record service.
The idea is not new. What has changed is that remote work makes it possible to employ someone in one country for a client in another, with a salary that follows the local market.
2. Staff Leasing, Freelancers, Agencies and Your Own Company
There are several ways to get a person working for you in Albania. They differ mainly in who the employer is and who carries the risk.
| Option | Who is the employer | Who carries the employment risk | Setup needed | Best for |
|---|---|---|---|---|
| Freelancer | Nobody. The person is self-employed. | The client, for the contract and for how the relationship is classified | A contract with the freelancer | Short and clearly defined projects |
| Recruitment agency | The client, after the agency has found the person | The client | A company or employer registration in Albania, or another arrangement | Companies that only need help finding a candidate |
| Your own company in Albania | The client’s Albanian company | The client | Company formation, registration and payroll | Larger teams and a long-term presence |
| Staff leasing | Vision Consulting | Vision Consulting, as the employer | None for the client | One or a few remote employees, a quick start or a test of the model |
The right choice depends on how many people you need, for how long and how much of the employer role you want to carry yourself.
3. How Staff Leasing Works, Step by Step
- You tell us what you need. The role, the skills, the languages, the working hours and the budget.
- We search for candidates. We look for suitable people in Albania and present the best ones. You choose who you want to work with.
- We employ the person. We sign an Albanian employment contract, register the employee with the authorities before they start and set up the payroll.
- They start working for you. The employee works remotely, in your tools and within your working hours.
- We run the administration every month. Salary, contributions, taxes, leave and personnel records.
- You receive one invoice. It is based on the gross salary cost plus our agreed percentage.
4. HR Outsourcing Albania: What We Handle
HR outsourcing Albania companies abroad use through staff leasing covers everything that an employer has to do:
- Recruitment support: finding and presenting candidates.
- The employment contract: drafted and signed under Albanian law.
- Registration: declaring the employee before the first working day.
- Payroll: calculating and paying the salary every month, with payslips.
- Contributions and taxes: calculating, withholding and paying them on time.
- Leave and absences: keeping track of holidays, sick leave and other leave.
- Personnel records: keeping the employee file in order.
- The end of the employment: handling it according to the rules, and starting the search for a replacement if you need one.
The split is simple. You manage the work, and we manage the employment.
5. How the Cost Works
Each month we invoice your company for the gross salary cost of the employee, plus an agreed percentage. The percentage covers our service and the risk we carry as the employer. It is agreed in advance, and it does not change from month to month without your agreement.
The cost of staff leasing Albania clients ask about depends on the role, the salary level and the number of people you lease, so there is no standard price list. We discuss your needs first and agree the percentage together.
The total is usually lower than hiring the same role in your home market, because salaries in Albania are lower. Even after our percentage, most clients pay less than they would for a local employee.
6. Albanian Employment Rules That Apply
Because the employee is employed in Albania, Albanian rules apply. These are the main ones.
| Topic | Rule (indicative) |
|---|---|
| Written contract | Required. It states the role, duties, salary, working hours, probation and notice terms. |
| Registration | The employee is declared to the authorities before starting work. |
| Working week | 40 hours, 8 hours a day. |
| Annual leave | At least 22 working days of paid leave per year, since the 2024 amendment to the Labour Code. |
| Probation | Up to 3 months, if written in the contract. Either party can end it with 5 days’ notice. |
| Notice after probation | Depends on the length of service, from about 2 weeks for under 6 months to 3 months for over 5 years. |
| Social and health contributions | Employer 16.7% and employee 11.2% of gross salary, up to the legal ceiling. |
| Income tax | Progressive, up to 23%, withheld by the employer. |
| Minimum wage | ALL 50,000 gross per month in 2026. |
7. Why Companies Hire Remotely in Albania
- Salary levels. Albanian salaries are lower than in the United States, the United Kingdom or Italy, so the same role costs less.
- Skills and languages. Many professionals are educated to European standards and speak English and Italian well.
- Time zone. Albania is on Central European Time, which overlaps well with Europe and the UK and works for part of the day with the East Coast of the United States.
- No local setup. You do not need a company, an employer registration or a payroll in Albania, which saves both time and cost.
8. Roles That Work Well Remotely
Staff leasing suits roles that can be done from anywhere with a good internet connection. Typical examples are:
- Software developers, testers and IT support
- Customer service and back office staff
- Accountants, bookkeepers and finance assistants
- Administrative and executive assistants
- Marketing, design and content roles
If your role is not on this list, tell us what you need. We will say honestly whether it can be recruited and employed this way.
9. Risks and How They Are Managed
Every way of hiring has risks. These are the ones to think about, and how we deal with them.
- Confidentiality and intellectual property. We can include confidentiality and IP terms in the arrangement, so the work the person produces for you is protected.
- Personal data. We handle the employee’s personal data carefully, and the person works with your data under the terms we agree.
- Employment status and tax. Depending on how the work is organised, your home country may take a view on the employment relationship or on whether the arrangement creates a taxable presence. For simple remote roles this is usually manageable, but it deserves a check with your own adviser.
- Someone leaves. We manage the end of the employment and can start a search for a replacement.
10. When to Open Your Own Company Instead
Staff leasing is the quickest and simplest way to start. You can have a person working for you in a short time, with no setup, and it suits companies that want one or a few people or that want to test the model.
If you plan to build a larger team in Albania, your own company can make more sense, because you control the employer role yourself. We can help you move to that step when the time comes, and we will tell you plainly when it is the better choice.
